Case-Sensitive Filenames

Why does Microsoft do this? What a pain. Even if I name my files all lowercase, Win95 will change them, thus messing up the case-sensitivity of Unix web servers causing broken web pages. As a general rule-of-thumb, web site files should be named in all lower case. My Mac has no problems at all with me assigning case-sensitive names for my files.
